59 Elgin fuel problem

I was convinced it was the sticky float valve, so I replaced that and the seat and seals. But to no avail I still have the same problem. I seems like the engine is missing, almost like a hick-up. When I do get it to sit and idle it idles fast then slow then fast then slow, it doesn't have a smooth constant idle.

I have replaced all the fuel lines and the primer bulb on the tank line and I have the pump diaphram ordered. I have pulled the fuel line off the carb while motor was running and seem to have good flow.

I was messing with it today after installing the new carb parts and if I gently squeeze the primer bulb it starts idling smooth and the problem goes away till I stop with the primer bulb. Could the primer bulb be my problem? Even though it was running fine with it before, its just a generic universal one, or does the pump seem like a more likely candidate.
