135XL Merc Fuel Intake Problems

I have a 1996 - 135XL Merc (OG349145) that I can't get gas to. If I take off the fuel line pre carb and pump the bulb plenty of gas. If I then connect the bulb won't stay firm and the engine will run at cruising speed for about 5 minutes before it shuts down.
Already replaced all lines from the tank to the engine and the filter. Should I be looking at the fuel pump?

Any help?
