Recently had my 16' Spectrum Sport with 40 HP 2-stroke Mercury outboard motor serviced by a local dealer to the "tune" of almost $300.
They:
1. diagnosed that the engine had been running rich and overheating at
idle.
2. replaced the impeller
3. changed gear oil
4. found two gaskets on the oil drain screw
5. rebuilt the fuel pump
6. checked the fuel sample
7. changed the fuel filter
8. found fuel not sealing so they replaced it
9. then ran the motor to confirm all the work.
I brought it back home and then my troubles began...
When the engine is cold, I squeeze the fuel bulb until it's filled with gas then prime the motor by pushing the throttle lever forward 3 times (with the propeller disengaged) leaving the throttle in the forward position. After turning the key to the start position, it takes about 30 to 60 seconds (at least) for the engine to finally engage, turning over briefly. I then return the throttle to the upright position then turn the key to the start position again. After about another 30 seconds (with the key still turned & the starter continuing to engage) the engine will finally start and continue running. Once the engine is warm, it will start immediately every time. However, if the engine has been off for 10 - 30 minutes (while trolling with my electric motor), when I attempt to re-start the Mercury motor, I have to let the starter engage for about 10 (or more) seconds before the engine will start & continue running.
I know that someone will most likely suggest bringing it back to the dealer...which I'll be happy to do...but I'd like to have some idea as to what the problem may be so I don't end up having to spend another $300 for something that may be MY problem (as in not using the proper starting procedure).
Any help would be sincerely appreciated...

The parts needed to repair/tune up the motor only amounted to $80...the other $220 was for labor.
