There are several ways to set the timing. Most sets of points have a gap specified. The points are set at that gap, when timing cam has them open the most. Some motors have timing marks. The points are set to open using a ohmmeter, as the timing marks match.
You might like to get a service manual on your motor. It takes the guess work out of it.
