exhaust watter flapper help

I have a i/o that I cant seem to get the right water flapper for. it is a mercruiser 140 serial#5419985. the flapper I got is sierra #18-2727, however this is too big to fit into the pipe. the rod that came out is 2 1/8 inches long and the new part is 3 inches long.
question 1: any ideas on proper part #?
question 2: is this part absolutly needed? the boat is trailered and never stays in the water.

Yup, you need it. I'd recommend looking up the Mercruiser part number, then either cross it to Sierra or just get the OE part. BTW the replacement part probably looks different. On my 88 5.7 they were very different.
