spark gap tool

I have an oem ignition spark tester,it is only good for 1 spark plug at a time and it has adjustments for 10,20,30,40.I always here to set it to 7/16 or whatever to see if the spark jumps,do i have the right tool and if i do what do i set this tool at 10,20,30?I have a 1979 200 hp johnson with champion plugs set @.35 the sprk does not jump even a small gap set on this tool,but the motor does start when it is cold but if i let it sit(off) for evan 5 minutes it is really hard to get it started up again,sometimes repriming it again helps,but this really has me stumped.There is no way it will jump a spark when I set it with a tape measure at 7/16 or anything.
