1989-1993 90 HP Mercury Wont accelerate

I have a 1989-1993 mercury 90hp that wont accelerate and bogs past idle.I have cleaned the carbs,rebuilt the fuel pump and checked the ignition system.I did run a compression test and the top cylinder had 109 psi,center had 128, and the bottom had 128 also.

Any help would be great!
