1980 Mariner 15hp - no top end RPM

My 1980 Mariner starts and runs fine at idle and slower speeds but I can not get maximum RPM. When running full throttle it periodically seems like it wants to kick in but doesn't.

Had it looked at by Mechanic who could only test in tank and not at full speed. He said compression was good and adjusted timing a little.

Any ideas??

Do a compression/spark test YOURSELF.Plugs burning ok?Post your results.
Then check the fuel system.Water in the gas?
Ethanol is messing up a lot of motors.It's delaminating the inside of older hoses causing clogs in the carbs and fuel filter.Check for soft hoses and junk in the filter on the motor.Check the diaphram. J

Did Compression & Spark test. Compression between 115 & 120 on both cylinders. Spark good and plugs burning good.
Fuel filter and bowl clean. Diaphragm appears to be okay, no visible leaks. Removed air breather and carburetor valve appears to be operating properly.

I burn only unleaded fuel without ethanol so fuel hose should be alright.

This engine starts 1st or 2nd every time.

There is no water in gas.

Anything else I can check?
