1955 15hp Evinrude 15014 Starting

I have to spray starting fluid into Silencers to fire up Engine. Have Replaced coils condensers and points (at .020) and plugs (at .030) . Engine runs great after started. Even when warmed up , still need starting fluid to get started ( usually on 2nd pull ) . Fly wheel does have a crack. Am waiting for replacement flywheel being shipped. Could this be the cause? The 2 line gas can seems to be functioning properly with plenty of pressure. I have the fuel line and air line from can to motor directly without using separating connector. Have run motor in a 30 gal can with water intake port cover off for approx 3 gal of 24:1 . Still needs starter fluid. Have removed carb and cleaned also cleaned intake manifold. Any help will be GREAT!! Thank You Please..

Have you verified that the choke is functioning properly, you can't tell with the silencer on however you had the carb off, did you install a new kit, those packing washers don't last forever.

You shouldn't use starter fluid in your engine, washes the oil off of the cylinders.
Is your choke working properly?

My guess would be that your float is set too low, or that you're not opening up the throttle enough on start. Ignore the "start,slow, shift" stuff on the throttle grip. There should be a stop on the armature plate that will prevent the throttle from opening up all the way when in neutral. Open the throttle as far as it will go in neutral and see what happens.
Also, take the air silencer off and pull the choke out and see if the choke plate is totally closing.
What you're describing, though, sure sounds like your float is set too low, not allowing the fuel bowl to fill all the way.

Check compression with gauge.

Compression test was done and both cyl are about 110 psi in 4 pulls. Will check the choke and float. Thanks and sorry i posted 3x the same question but it was giving me password errors when trying and i didn't think it sent. I think this forum is great. Lots of help. triple-action , not action jackson.
