I bought my first inboard boat it is a 1988 marathon with a 470 in it. i bought the boat with old gas in it and didn't see it started (for the price it was as is). I changed the gas. When i go to start it I pump the throttle and no gas comes out thru the jets in the carb. So my neighbor who is a car mech. said pour very little gas into the carb and see if it starts well it did and idles fine and throttles up and down fine if moved slowly. But if you move the throttle fast it stalls out and doesn't start back up. question is do i rebuild carb or start with the fuel pump?

...classic symptoms of a failed accelerator pump.
There is a carb re-build in your future.

I'd certainly do a carb rebuild. Either the accel pump diaphragm is toast, or the passages are clogged.

Re: choke and throttle questions

Get the serial number from your engine if you can, and definately get the number on the side of the carb, (sometimes on a metal tag if still there. )

then you can look up here on Iboats.com
