1974 evinrude won't start

I am trying to repair my 1974 evinrude outboard motor. I wonder if there is anything I can do to the ignition system to get it to start. I was also wondering where the terminal block jumpers go on the 12 circuit terminal block because I think that is where the problem is.
Any help would be greatly appreciated!

Need more input, what engine are we working on, model number?
The starter is spinning the engine over, but it will not start, correct?
Have you checked the spark and compression?
Will it fire off if you squirt some gas/oil mixture into the carb(s)?

Is the key switch working properly, is the battery charged? Are all electrical connection clean?

I might be getting to be a crabby old man, but do you have a REPAIR MANUAL of any sort?

What makes you think that the problem is with something that you have no idea of what the wiring is supposed to be?

You can throw parts at it all day, but without a repair manual, you will fix it if you get lucky.
