Fuel Cell Question

I have a pontoon boat with a 2005 Mercury 50 hp 2 stroke. The motor runs and starts good. Occasionally, and by that I mean about once every time we go out, the motor will be humming along at wot and running great and all of a sudden the rpm will fall to 2500 without touching the throttle. You can cut the throttle to neutral for about 10 seconds and let it idle and away it will go and it will be fine the rest of the day. The motor never shuts off. It doesn't appear to me that the bulb in the fuel line pumps up as hard as it should. I replaced the line and the bulb to no avail.
Can anyone give me any suggestions?

What does the primer bulb do when the problem happens? You have to diagnose it quickly as it's happening. What happens if you squeeze the bulb when it happens? Does the bulb pump up completely at any time?
