Tilt and trim on 1988 Evinrude 60

I brought my boat home from the lake and parked it. I let the motor down to do some work on it. Now it won't raise or lower. I checked the power to the relays and they are getting power. I checked the wires coming out for power when I push the tilt/trim button and there was power. I don't hear any kind of noise when I push the tilt/trim button for up or down. I have a Seloc book and it talks about a sending unit. Anybody know where that is located. I also seen some posts about their being a selinoid for the tilt motor but I don't see that either. Thanks in advance for any help.

Put 12v directly to the tilt motor, if it don't work its gone.
Or at least needs removing and tearing apart for inspection.

You'll be miles ahead if you get the real factory service book.
