We have a 1998 searay 180 with a 3.0 mercruiser 4 cyl. Is it strong enough to pull a 3 person tube?

Yes. I pulled them all day long.

there are 2 kinds of tubes. Those that ride on the water, and one that rides in the water. On the water types, are easy. In the water types I have had some issues with but we still pulled them. I had enough power but I had a tube that submerged if it didn't have 2 bigger kids on it. All other tubes, skiiers, wakeboarders-- no issues.

We've had no problem with out 3.0 L pulling 4 adults on a larger tube. We changed props from the stock prop that come with the boat for better holeshot, but even the stock prop was fine for tubing.
