hi i have a 1994 mercury classic 40hp 4 cylinder 2-stroke oil injetion outboard engine and got a couple of probs with it, it has not been used for a year now the electric tilt wont work,the relay clicks but thats it and the engine wont turn over on the starter (you can turn it over by hand) i have charged the battery but nothing,the volt meter on the boat goes down to 0 volts when you turn the key to turn over the engine or push the up/down button for the tilt,is it a bad earth or something?
