Johnson envirude 140 advance timing

I need help: I can not get on a plane, its my advance timing not kicking in it tries too but backs down. I have rebuilded the carbs, changed theromstatic. changed spark plugs and wires. any ideas?:confused:

What year and model is it?

The timing is controlled mechanically, so if its not advancing it should be easy to tell, and fix.
