115 Merc Trim "up"

Hi everyone, I am new to this forum, but thought I would jump in and ask if anyone can help me.
I have a 1999 115 Merc.
The last two times when coming back to dock at idle, the motor would not trim up.
It would begin to come up maybe an inch or so, but when I let go of the switch, it came back down......then after staying on the switch, it would eventually come up, but not until after churning up a lot of mud!!
Anyway, took it home, had my 200 pound brother stand on the cavitation plate, and it trimed up & down several times with no problem.
Any advice would be appreciated

Yes, I raised the motor all the way up, and when I pulled the plug, some oil ran out of it, so I had to assume it was full.
I took it out yesteray to try it again, at low idle, it trims up just fine.
But at high idle, it only raises part way, and then stops raising all together.
I lower the idle, and then it will raise, and I can then give it more throttle and it will hold there.
Any ideas?
