That grounds the engine/powerhead to the swivel bracket for galvaninc corrosion issues, especially on aluminum hulls used in saltwater. The transom swivel braket has plastic bushings and may, or may not make good electrical contact with the rest of the engine, thus the ground strap assures a good ground.

in this engin the stop switch is not working.
i check all cables that goes to flywheel.the cables looks good except this broken one.can this cause that stop switch is not working?
i didnt pull out the flywheel yet, first i would check and ask if this broken grounding cable can be cause?

It's possible the broken ground cable is not connecting the engine block to the stop switch, jump the ends of the broken cable together with a wire and see if the stop switch works.
