87 90 hp evenrude, power under load please help

i have a 87 90 hp evenrude , compression is at 106 on all 4 and runs great out of water, but in the water can only get to 2000 rpm, bought the recomended prop, 17 inch pich still same problem,, any help???

It may not be running on all cyls... check spark and fuel to all cyls. I had a problem last summer with a 50hp 2 cyl that just wouldn't go... one carb was plugged in the high speed jet.

i have spark and plugs look like they are getting wet, i have heard about the high speed jet just not shure where they are located, thanks.

Check each plugwire for strong spark with an inductive timing light when the engine is in gear and under load at 2000 rpm.
