carb. question on 1976 55hs evinrude

my motor won't start, i took the carbs of and cleaned them real good with carb cleaner, the interesting thing that i found was when i unhooked the supply line to the top carb, gas shot out of the hose/carb. should there be that much pressure right there? does this sound like a stuck float? i believe this carb was rebuilt not too long ago, everything looks new in it.

hold the carb upside down blow into it no air should get threw hold rightside up blow into it you should be able to blow air threw it if you can't needle stuck clean jets with wire something that will fit check fuel pump see how much pressure is staying in line there it should be nice and free take hose off carb to see how free gas is flowing threw
