Setting timing on 4.3 volvo efi.

I recently just bought a boat with a damaged engine in it.I had the engine completely rebuilt. The boat is 2004 Campion 565 4.3l GXI-G with mpi. It is very slow on building RPM and underpowered. We've tried all kinds of different props to see if it was prop issue but very little difference. I've replaced all the filters and fuel. It starts fine and shuts off good.It will rev up with no load really fast but when under load it is slow at building rpm to the point that it just about doesn't get on step. I had it at shop and on the dyno and they said it was fine when i asked them what the timing was set at they couldn't give me answer. It seems like to me that the base timing is not set right. What is the procedure to set the timing on this unit.I do have all the tools for automotive timing setting.also any suggestions as to what else it could be would be greatly appreciated.
