Placement of motor

Hey everyone,
Can anyone tell me if there is a proper or ideal placement for an outboard motor ie distance from bottom of hull to prop etc???
I have a 15' runabout with a 90hp vro v4 evinrude '89 model and the 'arms' that are designed to sit on top of the transom are actually about 2" above it in its current position (which i think is due to position of bolt holes in engine mounts) - is this ok?

The lower plate of the outboard (just above the prop) should be an inch higher then the bottom of the keel. My V-4 is mounted "above" the transom

Really?! I can't check mine exactly at the moment but i reckon my lower plate is more like 8-10" below the keel! Now i'm panicking a little hahaha

A lot of those older 15 footers will have a 15" transom. That motor is likely to be a 20" model. If so, the antiventilation plate will hang 5" too low.
