This was given to me maybe as a joke. But the thing runs and starts fine. It will not rev up. It goes from 3 to 4000 RPMs and then just dies. Also the plugs foul out. I do engine work but do not have a clue on this . Any Idias. I have new gas and gas condioner. Have taken off the fuel filter and cleaned. Seems gummy. It was serviced and tuned by some crack head a year before putting it back in water. Where do you hook up the water hose and where are the carbs. Am I in the right direction? It also smokes blue . It is running rich. HELP HELP HELP before I sink it.
