Steering question on late 70's 85hp evinrude

Long time looker, first time poster. the steering turns hard. I removed the linkage at the engine, and the engine moves freely. The steering it still stiff. It seems the cable in the tilt tube moves when i pull on it, I have used pb blaster in it, but it has not freed up. should I just replace the cable, or could it be at the helm, or do I need to just remove the tube and polish/clean and put back together? While I am asking, the boat is a 76 ozark fish and ski. the motor sits on a wood block on top of the transom. Is this factory? When I move the motor, should I replace this block with something else?
