1990 Merc 115 starts hard

Bought my first boat a few months ago and have had time to take out the past couple weeks. The motor when started, runs fine but is hard to start. I changed the spark plugs thinking that could be the cause but the same problem. Last time I had to squeeze the primer bulb and choke it then it started but had been on the water for an hour.. Seems to run rough at slow no wake speed too. The fellow I bought this from had not run the boat in 18 months so not sure what to think.

Any thoughts or ideas?

carbs are probably gummed up - personally i would rebuild the carbs and the fuel pump -then prime it and check that the primer bulb stays hard - if it bleeds down and gets soft change that too - but 18 months of sitting warrants the fore-mentioned
