I have a 1996 Johnson 35 HP with direct oil injection. The engine misfires at low rpm. The mechanic replaced the powerpack, then, seeing it didn't do anything, replaced the stator. The coils are said to be OK as well as the wiring. The engine still misfires at low rpm. The mechanic says it's a mystery. The bill so far exceeds $1,000, for no result. Coulf it be the spark plug wires?

You need to check the output voltage of the stator, power pack and timer base with a peak reading meter. Your post sounds like the mechanic is just throwing parts at the problem, with your money. I can give you the ignition specs if needed. There also was some problems with the fuel/oil pumping system, i have OMC bulletin.

Spitting back, sounding like a mild backfire, indicates a carb slow speed restricted jet..... something causing a lean carburetor scenario.
