Mercury 200 hp offshore sat for seven years. electric trim. engine will always drop but will only come up imtermitantly. Last time got it to go up by running engine. Not the switch as there is power to relay, switched relays, still same problem. Motor does not appear to be loading when it does work, no change in rpms up or down.

On the right side of the mount bracket there is a hole. Look inside and you'll see a screwdriver slot. Turn that counter clockwise exactly 4 turns with a wide blade screw driver.

Now, manually lift the motor all the was up as far as it will go and then block it to hold it there.

Locate the filler cap for the hydraulic system. Remove the cap and check the fluid. If it's red then fill it with ATF fluid, if it's yellow fill it with 30W engine oil.

If it is full when you check it, lower the unit back and then raise it again. Do this a couple of times. Finally lower it back down and tighten up the manual release screw then try to run the pump to raise and lower it.

If that doesn't work.. Check for leaks and if there are none, then take it in for servicing. If you know hydraulics and have the tools then you can repair it yourself.

Just because the motor is turning does not mean it's pumping. You're pump could still be the problem.
