2001 Mercury 115 burnt harness

This past weekend took the family knee boarding to the lake. After about an hour on the lake, while attempting to pull a person the engine died. A burning smell came from the engine when I tried to restart. I saw smoke from vent. Removed cover to find harness toast near starting solenoid as seen in pic. Needless to say trying to start was out of the question so pulled boat out. I took pic when I got home. Just ordered new harnessess. Question is other that short on wiring that would cause this. Is there a test for the voltage regulator while engine off and no power. Does it need to be running. If so will I risk taking out new harnesses if I try and test with power? Any suggestions?
