1961 Gale Tuning issue

Well about 1 month ago my brother bought a used boat and took a gamble. The boat came with a 1961 Gale 25 Horse motor. First we replaced the coils, points, spark plug wires and spark plugs like jbjennings thread said. Then he rebuilt the carb and added a new float.

This weekend we took it out on the lake and tried to tune the motor. We tuned the high end sort of. We started out at 1.5 turns out and then backed it in till about .5 turn from being all the way in. We didn't try to turn it in any more in fear that we might damage the motor. Then we tried to turn the low end while in neutral and stalled every time. 1/8th turn by 1/8th and nothing worked.

Since it is so hard to tune I was wondering if something else broken? Since we didn't tune the high speed down to where it "sounds like a mild backfire" and then turn it back 1/4 could this be messing up the high speed?
