How do I remove this?

I'm in the process of tearing down my boat for a rebuild and I'm trying to remove the steering. This shaft has a something on it preventing me from removing this black collar. Won't say how much time I've already wasted on this but I sure could use some help before I go with the BFH. Thanks

Ayuh,... It's a half moon woodruff key...
Grab a hammer,+ chisel,+ tap it out, in-line with the shaft...
