120hp, 1996 has 15 psi compression in #1 cylinder all others have +140. Also a binding can be felt when turning the flywheel by hand with all of the spark plugs out. The binding can be felt 180 degrees apart on the flywheel almost as if something is bent. No stange noise and the engine is very free (normal) outside of these two 20 degrees of movement where it is stiff (feels as if it is up on compression). The starter motor will not turn the engine over with the plugs in due to the excessive forces required when the engine is coming up on the copression strokes of cylinders 2 , 3 , & 4. I just bought it and have not tried to run the engine because I do not want to cause any further damage. Any similar situtations out there?

Pull the carbs and reeds out and take a look in from the intake side. I'm betting you have ring damage on that cylinder.
