Tight steering question...

I have a 2000 Seafox with a 2000 Johson 115hp outboard. I believe the steering system is a rack and pinion setup. It is very tight. The ram is lubed, and the motor turns effortlessly when the ram is disconnected. The tightness is intermittent - almost like the R+P is binding. Is there a cure for this? The assembly says not to open, which for me means I probably should :). There seems to be some seepage of lube around the R+P case.

And now for a really stupid question - how do you remove the assembly? Went to pull the wheel off and it won't budge (Yes - I pulled the retaining nut off the steering wheel :) )

Ok - dumb question answered (clean the keyway and the steering wheel slides out...)

The helm is bad. From what I can see - just replace the whole thing...
