1998 150 Ocean Runner's

I have two 98' 150 Ocean Runners. One of the motors will not run and sounds like it is starving for fuel. I changed the water separaters then took the filter near the motor off of the motor that will not run. The filter was only half full of gas. I went ahead and took off the filter on the running motor and it was full. When I turn the key on I can hear the fuel pump loud and clear on the running motor but the fuel pump on the non-running motor is much more quiet. I then took the fuel pump off of the one that is running and put it on the non-running motor. This did not help. I then went ahead and put the pump that came off of non-running motor and put it on the good motor and it continued to run. So, the pump is not my problem. I swapped the fuel lines at the pick up tube in the tank to check if maybe the pick up tube was broke but this did not help. The good running motor continued to run. Any ideas? The fuel pump has the name Carter on it. Does anyone know what the pressure should be at the check point?

OK, I went back out there and swapped the fuel filters. The non running motor cranked and ran at idle perfectly for about ten minutes, then began missing. I pulled the filter off and again is was only half full ????? I'm just wondering if I have a lot of trash in the line because I recently ran the tank very low on a trip. But then again, wouldn't the other motor be running badly also, because they pull off the same tank...
