trim motor running slow

Quick question for yall, i have a 89 mariner 115 hp outboard and when i put it in storage last winter , i had to lower the motor a little and put the transom bar as i usually do between the motor and trailer to get it to fit in the garage. This year when pulling it out and trying to raise the engine up it made a clicking noise (the batteries were low). I charged the batteries and tried again and it was able to raise the motor but very slow.
It doesn't make the usual, loud, full of power noise however ....... Any thoughts?

It is likely dirty electrical connections. Also, water and dirt can get into the motor, making it run slow.
