2003 evinrude 250 hp tilt & trim trouble

bought used boat/motor that had sat idle for some time. the trim would not work and made a squeaky sound. filled it with fluid and worked great for one trip. found fluid on the driveway, but couldn't find where it was leaking from. now when i fill it it will need refilling before a fishing trip is over as it won't hardly lift at the dock enough to put the motor on the trailering clip. would a rebuild with one of the o ring and seal kits solve this or is it in the motor part of the unit. any help with diagnosis or troubleshooting would help. i have looked to see if i can see oil seepage and so far cant find any. thanks for the help
the motor is a 2003 year 250 hp evinrude model FPXSTA if it would help i can take a photo and attach.
