Is This a Sparking Problem???

My 1999 Evinrude FFI 115 usually starts right up when I first put in, but the more I cut off (to fish/ski, etc.) during an outing, the harder it is to start back up. Nothing I try is consistent enough to think that it's the answer: sometimes priming works (but mostly it doesn't), sometimes starting in fast idle works (but mostly it doesn't). Batteries are all new and multimeter shows they are fully charged. I just can't seem to pin down the cause or the solution.
Here's a quick video-I'm hoping the audio will help describe the problem. As you can see, I try neutral as well as fast idle (which sometimes works), but in the end, I just had to let it sit for about 20 minutes Any insight is appreciated.
