I have a 2002 60 merc outboard, what is going on is that everytime i take off she sputters and bogs but after a couple seconds she opens up and flys. What I have done is put new plugs in and gaped them to 40 thou had the carbs checked and had them sinked. I ran the motor and pulled the fuel line off hoping there was dirt in the needle valve ,Timing was set at open and idle throttle adjusted to spec,some time on start up i need to choke it even after a good run. Last night thinking its the ignition modules i found this

middle and bottom were these numbers # 3181 827509 A7
Could this be my problem ?
