1995 v4 Evinrude 90 hp starting ignition question

I have a 90 hp evinrude and most of the time it starts okay. There have been a couple of times after running it that when I try to restart, it does nothing as if the battery is dead. After a few seconds it fires up. Could this be a solenoid problem. When it doesn't turn over it does nothing, not even a click when I turn the key. Any help is appreciated.
