Transom repair question....

Ok so I've finally gotten the plywood cut out for my transom. My question is what is the best way to "glue" the first layer of plywood to the inside layer of the hull? (see pic below) Should I use a layer of resin and let it cure or should I use some type of construction adhesive? Then what should I do to glue the next layer of plywood in? I know I will be using a final layer of mat and resin to seal the repair.

Anyone have any insight?

Thanks....I had been doing several searches but there are LOTS of keyword hits for "transom" lol
