OMC trim keeps bleeding off

Helping buddy fix his boat. It's a 94 OMC. The trim works fine up/down and no leaks. But it will bleed off, even after 10 minutes it's noticable. We checked at a local shop and they said the rams were leaking. Had rams rebuilt for $200 and it did not help. Is there a hidden check valve somewhere that needs to be repaired?? Just looking for other options before throwing more $$$ away.

Ayuh,... Sure is,.. Inside the pump....

The funny part is (well expensive) is the dealer said NOT the pump.
Do we need to purchase a kit, or a specific valve? Or are the leaky components just orings.? We have access to hundreds of orings if that's all it is.
