1989 Force 85 HP bogging down?

I just bought a 1989 vip bass boat with a 85 HP force engine, the engine runs great out of water i can rev all the way with no problems. Once i put it in the water and go to give it throttle to get up on plane it just bogs down and shuts off.. I cleaned all 3 carbs, replaced the plugs. I was reading and it was saying my gas recirculation system, could someone point me in the right direction as to what this is, and where its located?

The GRS is on the side of the motor(stbd).Before you start taking apart that stuff do the basics.Comp/spark test.Check the fuel pump diaphram.What is the idle set at? 750 in gear.Then check the reeds.J
