140 vro problems at low rpms

i just bought a 1986 140 evinrude its slow out of the hole chuges smokes and spits fuel from carbs until the rpms pick up then it runs great it does this ever time i slow down .i check compresion 120 to 130 psi changed plugs the oil injection has been disconected i mix it 50/1 it kinda sounds like it missing but it dosen't backfire i can't tell for sure. any one have similar problems or can give me an idea what mite be wrong or where to start

If the motor is in reality an unknown quantity then you really should check,
Compression (done already)
Spark
Fuel delivery
Spark plug condition.

Clean and rebuild the carbs springs immediately to mind as does link and sync and timing.

I just looked further down the page after answering this and see that you have posted this question twice.

the second posting was a mistake ok

the carbs are clean spotless i blew them out check them over

Did you rebuild the carbs? This means actually breaking them down, making sure to soak all metal parts in cleaner for a day. Make sure to check all the jets in the carbs.
