what year is this motor?

I have a 65 hp mercury thunderbolt 650 outboard serial No 3157609 on my boat, could anyone out there tell me what year it is? Also engine has started to rev up and down wnen I am going at slow speed does anyone know the cause? Thanks in advance.

That is a 1971. I'll let someone more knowledgeable answer your second question though.
