HELP PLEASE!!! MERC 4.3L Wont Start

1999 Merc 4.3 I/O. Running fine last season. Sat for 6 months. Changed out Starter, Battery, Plugs, Cylanoid, and Alternator. Alternator and starter were rusted up. Still wont start. When I turn the key the belts surge a little, engine makes a churning sound. No clicking.
Any ideas?

check for hydrolock. Pull the plugs, will the engine spin by hand?

Another possibility = drive siezed.

Pull the drive and see if the engine will turn by hand.

DO NOT use the starter until you get it to turn freely by hand.
