4.5 hp Ted Williams (Tecumseh) cannot pull-start

I had a 4.5 hp Ted Williams outboard (Tecumseh powerhead). I use this as a kicker for my 16ft center console. My problem is that I have ran this motor quite a few times with no problem, however the last time I tried to pull-start it the I couldn't pull the cord. At first I thought the engine was seized, but after taking it apart, the engine and prop are free. So I put it all back together and once again tried to pull the cord, but the cord only pulls about 6 inches and then seizes. I can still spin the prop and flywheel by hand, but not with the same ease as I could when I took it apart. Any help would be great. Thanks

Got the motor running again. Sprayed some WD40 in cylinder and turned flywheel forward and backwards and it broke free. So if anyone else has a similar problem, maybe this can work for you!
