150 Tower stuck in the up position

I have a 1976 150 inline 6 stuck in the up position. I have replaced each trim and tilt cylinder and the motor stayed up while I drained oil, removed lines and replaced each cylinder. It doesn't appear to be locked in the up position. Is there another mechancal lock other than the port and Starb locking tabs?

Note: Trim and tilt did work prior to replacing the cylinders, but very slowly and took a long time. Any help will be appreciated.

There is nothing holding it up except the rams and the locking tabs. If it is staying up by itself then the tilt tube nuts might be too tight or the tilt tube corroded.

Ok I feel really stupid. Apparently I had the trim & tilt motor in the lock or travel position. I turned the knob all the way to the left and It worked like a charm.
