1989 40 Evinrude VRO Alarm on cold start

I'm looking for some guidance with some problems I've ran into with my Evinrude motor. The first couple of times I ran motor this year no problems. Then the next time I used the alarm has going off (steady beep) while trying to start the engine. The beeping stopped and the engine then started but died a couple of minutes later. (after a beep) It was spitting water out good so I believe it wasn't over heating. (also cause the alarm was on a cold start)
The oil was getting low so I figured it was an oil low sensor so I filled up oil container thinking it would solve the problem. Hooked hose up to motor and it started right away with no alarms so I thought problem solved. I took out to water and the same them started happening again. A tech at local boat shop told me the oil pump is probably shot and I should bypass system. Could this be the case or do I maybe have a faulty wiring? Any guidance and ideas on how to do myself would be greatly appreciated. Thank you.:confused:
