Mag plate inspection?

Hello all expets,

I have Evinrude 1964, 28 hp, model# 28402M. It has a problem lossing power sometimes. Machanic at marina said It hits and miss, sounded like intermittently spark on bottom cylinder.

He told me to take off a flywheel then bring him the whole system of mag plate to inspect. tired off going back and foth to marina and taking the flywheel off all the time. My question is what do they look for at mag plate.

He also mentioned that might be something shorting out. Iam confused
Any info, advice will be greatly appreciated.

That seems like kind of an unusual way to fix it. Why doesn't he want the whole motor so he knows if the problem is cured or not? But I guess if he finds an obvious defect, it is ok.

I was there with the boat yesterday, he put on the tech meter on motor to find out about RPM for exact prop that boat needs, it ended with the motor does not run well. he also found shorting spark pug on the bottom before run test. sounds like he does not know exactly. any gugestions, thank you.
