Hard to say, because 8hp might not be 8hp. My 9.9 2 stroke says 15 hp on the tag, and bore and displacement are the same as the 15. Go figure.
I have a Mercury 310 (probably the same as your West), with a wood floor. I took my handheld GPS on it yesterday and hit 20.6 knots on flat water with myself (175 lbs) and my spare Merc 3.3 onboard, as well as the usual light gear (cover, seat bag, etc). That was wide open, and I was sucking fuel like a pig. A more sedate on-plane speed was about 15 knots.
