2002 75HP 4 stroke idle/ stall

I bought a pontoon boat last year w/ the inlaws.
At years end it was winterized and kept wrapped outdoors.
Full tank of gas w/stablaizer was left in it.
After clean up this spring there has been trouble starting, then it stalls idling.
There were a few episodes during the summer last year when this would occur. Specifically after running at shoddy idle we would have to rev it a bit and then give it some good throttle backing it out of the slip to get it going.
Then when moving the control to go forward it would sometimes happen again and would then have to give hard throttle to get going w/out stalling.
Once at speed it seemed to run great and have no problems. Then when going into the slip at very slow speed later in the day it would stall out again.
Im a true novice boater but do have some mechanical skills.
Is there any fairly simple way to attempt to adjust the idle up a bit while running to see if that helps. ?
Could it be the cables from the throttle to the engine?
Any trouble shooting tips.
Now that its in the water and spring... there is no one around to come check it and and shops are 20- or more miles away...Its a lot of work/ vehicle barrowing and tough time to spend with dad in law to get it there....
